Take two plastic sandwich bags, fill each with a few ice cubes, seal tightly, and place on your eyes while lying on your back. If you're worried about getting too cold, place a thin cloth or piece of material between your eyes and the bags. After fifteen minutes, the dark circles will usually be much reduced.

Alternating heat and cold may also be helpful considering that heat would help to increase circulation and the cold would reduce puffiness.

I think the plastic bag trick would work really well if you could use crushed ice instead of ice cubes so it wouldn't be as lumpy.
